This software is available only with the printers which have the mark on the nameplate label on the back of the TM-GP-C83x.
Please see the below "How to check Marking" file about the mark.

If SAP EH&S WWI HVP System is not used, HVP plug‐in for EPSON GP‐C83x cannot be used.
